"Benchmark Estimating was indirectly employed by the Highways Agency through the services of EC Harris to assist the Agency to undertake project cost estimate reviews and to challenge existing Project team estimates.  The projects which they worked on are those in the National Roads programme and comprise projects valued in excess of £5m.

The projects which Benchmark assisted as part of a team in estimating for the Agency were motorway widening schemes; junction improvements and bypass schemes in the range of £290m to £3bn. The task involved acting as part of a team to interview project teams, investigate estimates, risk registers and programmes and undertake a global parallel estimate giving consideration to the stage of the project, the projects risks and uncertainties around quantum and fast response times to be adhered to.

Benchmark Estimating was highly professional in the way they conducted the reviews and challenged the information and provided a written report to give an audit trail.  Their commercial acumen and knowledge of estimating greatly assisted the review.  The company worked seamlessly within the team of client and consultant personnel.  The Benchmark Estimating personnel were highly motivated and keen to ensure that the task was completed to the stringent times set and was of a high quality, in doing so they achieved high levels of client satisfaction.  The individuals were also diplomatic and supportive in the way in which they interfaced with the project teams and this engineered trust and openness, greatly assisting the task.
